President – Pipe Operations
Matt is President overseeing Garney’s pipeline operations nationwide. He is responsible for executing the company’s short-term and long-term strategies and tactics as well as developing and upholding the company’s purpose and vision. Matt plans and directs leadership, supports effective systems and processes, and sets and communicates goals and targets to ensure responsible growth. Prior to being named President in the fall of 2023, Matt served as COO of Western Pipe Operations for five years.
Matt started his career with Garney in 1993 after graduating from Kansas State University. Starting out in the field, Matt traveled around the U.S. building water and sewer pipelines from the Rocky Mountains to the coasts of Virginia. He developed an expertise installing large diameter pipelines in varying ground conditions around the country. Many of his projects have involved specialized piping materials, unique and challenging construction methods, and collaborative project delivery methods. Matt helped build Garney’s first design-build project in the mid-1990s and has managed 140 collaborative delivery projects since then.
Overall, Matt has managed more than $2.8 billion worth of projects at Garney, from small emergency projects for long-time owners to multi-million-dollar water supply programs. He’s been integral to Garney’s success in the P3 space, including playing a key role overseeing the $927 million Vista Ridge Water Supply Project for San Antonio, Texas.
Over the years, Matt has been involved with industry organizations such as DBIA and NUCA. He is a strong advocate for Garney’s ESOP, having served as an ESOP Trustee for several years and being actively involved with ESCA from 1998–2015.
Matt and his wife have three children. They reside in Smithville, MO, just north of Garney’s headquarters office in Kansas City where Matt is based. In his free time, Matt enjoys fishing, hunting, traveling, and spending time with his loved ones.
