Executive Vice President – Plant West
As Executive Vice President, Wayne oversees all water and wastewater treatment plant operations in the western region. His responsibilities include project acquisition, contract management, staffing, safety, scheduling, and client satisfaction. Wayne was promoted to COO of Garney in 2011 and then became Executive Vice President in 2023.
Wayne began his career in construction while studying electrical engineering at New Mexico State University and construction management at the University of New Mexico. He has four decades of experience constructing and managing water and wastewater projects throughout the western U.S., including the Colorado Front Range, Arizona, and most recently, Southern California.
Having constructed more than $1.7 billion worth of projects over his career, Wayne is a knowledgeable leader in the industry, backed by an unparalleled understanding of the field. With nearly 100 collaborative delivery projects under his guidance, Wayne’s success can be attributed to his management style of being a team player and working closely with clients and engineering partners.
Wayne and his wife, Celia, reside south of Denver, Colorado. They’ve raised four children together.
