Executive Vice President – Plant West
As Executive Vice President at Garney, Wayne oversees water and wastewater treatment plant operations in the western region and Texas. His responsibilities include project acquisition, contract management, staffing, safety, scheduling, and ensuring client satisfaction. Wayne became Garney’s Chief Operating Officer in 2011 and was appointed Executive Vice President in 2023.
Wayne began his career in construction while studying electrical engineering at the University of New Mexico and construction management at New Mexico State University. With four decades of experience, he has developed extensive expertise in building and managing water and wastewater projects across the western United States, including the Colorado Front Range, Arizona, California, and North Texas.
Throughout his career, Wayne has led more than $2.8 billion projects. He has managed nearly 100 collaborative delivery projects, emphasizing teamwork and close partnerships with clients and engineers. Wayne also strongly advocates for Garney’s ESOP, having served as an ESOP Trustee for several years.
Wayne and his wife, Celia, live near Denver, Colorado, and have four children.
